About Roots of Peace Roots of Peace (ROP) is a humanitarian, not-for-profit organization focused on the removal of land mines and the restoration of agriculture in former conflict zones.
ROP implements Programs, which is funded by USAID in
Afghanistan. The Program is implemented in the following Provinces:
Kandahar, Helmand, Zabul, Uruzgan, Nangarhar, Laghman, Kunar, Nuristan,
Ghazni, Logar, Wardak, Bamyan, Paktya, Paktika, and Khost.

ROP offers farmers the opportunity to establish new orchards and new
vineyards and/or to install trellising on existing vineyards. The Program will be quite similar to the World Bank MAIL-HLP orchards establishment program being implemented by ROP in Northern and Central Afghanistan. ROP will be responding to farmer demand for the species of trees and grapes to plant. We expect that in the higher altitudes, farmers will demand apples, almonds, apricots, walnuts and some grapes. In the lower altitudes, farmers will demand citrus, apricot, pomegranate
and some almonds. We will select farmers for participation based on their agreement to pay a portion of the cost of the saplings, trellising and/or other materials provided by ROP.

Job Summary 2.0 POSITION OBJECTIVES

The Security Officer maintains an effective security management system that includes continuous assessment of Afghanistan’s operational environment, and is in accordance with Roots of Peace minimum operating security standards.

Duties and Responsibilities 3.0 JOB RESPONSIBILITIES, DUTIES AND TASKS

3.1 Core Responsibilities & Duties
1. Assess program activities relative to their impact on staff safety and security, and recommend – for appropriate onward communication – specific protocols and practices to reduce staff risk and vulnerability.
2. In consultation with impact area Regional Coordinators (RC), continuously monitor the security environment, nationally, and locally for ROP program impact areas, and make recommendations to the CD &DD/Ops to adjust security policies and procedures accordingly
3. Ensure that the ROP Security Plan is up to date, and work through RCs to ensure that all staff are familiar with its content and agree to abide by its policies and procedures.
4. In partnership with RCs, continuously strengthen and apply office and residential facilities’ security standards, included selection, training, monitoring and performance appraisal procedures for security staff; strengthen and ensure enforcement of facility access procedures/practices.
5. Develop and implement a security training plan for all staff, using RCs as key implementers; develop and apply evaluation processes to determine that training competencies are met.
6. Periodically review and update security briefing materials, and ensure that all new employees, international or national, receive appropriate security orientation within 72 hours of employment.
7. Ensure that all international visitors receive appropriate security orientation within 24 hours of arrival.
8. Regularly assess Country Office communications needs, ensure availability of appropriate communications technology; orient all staff to emergency communication procedures and technology; test the emergency communication system regularly, analyze results, and make appropriate revisions; maintain an updated emergency communication contact list
9. Liaise with CD, DO (Ops) and security staff as well as ANSO,UN and NGO security personnel in country.
10. Support RCs to ensure proper use of the security incident reporting system; analyze incident data and share resulting information with ROP staff and other NGOs, as appropriate.
11. Provide guidance to the DD/Ops on vehicle/fleet management policies; ensure vehicle inspection procedures are applied and all vehicles are properly equipped, with particular attention to emergency needs; ensure drivers are well trained, and routinely practiced, in established procedures and requisite skill for day-to-day driving and emergency situation reaction/response and reporting.
12. Regularly attend ANSO (Afghanistan NGO Security Organization) meetings.
3.2 Occasional Significant Duties
1. Meet with police and with other law enforcement agencies as needed for specific incident handling and for general liaison purposes from time to time.
2. Perform select DO(Ops) responsibilities in his/her absence
3. Serve as a key resource to ROP in times of emergencies, such as natural or manmade disasters.
4. Conduct security assessments in new areas of Afghanistan prior to entry by ROP’s program staff.

6.0 PERFORMANCE INDICATORS
1. All drivers are trained on safe driving twice a year, and monitored continuously vis-à-vis attention to security 2. All visitors and new staff have security briefings and orientation in time frames specified above.
3. Security Plan is reviewed with security focal persons(RCs) as often as needed, but at least three times a year 4. All guards are supervised 24 hours, and log books of the same are maintained.
5. All locations have at least two security/safety drills a year 6. All vehicles and safe rooms are monitored re: safety/security preparedness, including communications
7. Ensure that all security incidents are documented within 24 hours of an incident, and reports finalized within 72 hours. 8.


Qualification Education
Bachelor’s degree in a related field or at least 5-7 years comparable related experience Work Experience (years)
Minimum 5 years progressive non-profit work experience with international humanitarian assistance program(s) Techical Experience (years)
Minimum 2 years security management experience in international humanitarian, military or police setting
