Background Information - Cote d'Ivoire
Cote d’lvoire Located in Abidjan, the UNOPS office in Cote d’Ivoire has developed a strong working relation with the Government and international partners over the past 15 years. It provides technical support in strategic development areas including elections; procurement and related capacity building; environment protection, water management and sanitation; and infrastructure rehabilitation and development.

Background Information - Job-specific
The Security Council established the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (“MINUSCA”) by its resolution 2149 (2104) of 10 April 2014 and requested the Secretary-General to subsume BINUCA in the new mission as of the date of the adoption of that resolution. It further requested the Secretary-General to ensure a seamless transition from BINUCA to MINUSCA.

It has been decided that the transfer of authority from MISCA to MINUSCA will take place on 15 September 2014. In the period preceding this transfer of authority, MINUSCA is implementing the mandated tasks through its civilian component, while MISCA is continuing to implement its tasks as mandated by Security Council resolution 2127 (2013). MINUSCA will commence implementation of the mandated tasks through its military and police components on 15 September.

UNOPS services have been requested by MINUSCA, to support the deployment of 300 people in three integrated interim soft walls camps outside of Bangui. UNOPS will also establish and procure local furniture for three interim camps before the 15 September 2014. Each camp will have a capacity of 100 people with a possibility of extension to 200 on a second phase.

In this framework, UNOPS – CIOH is looking for an experienced electrical engineer to support the project team in the electrical field of the project.

Specific objective
The first phase works for the construction of one of the field camps for MINUSCA. (Bouar, Kaga Bandore and Bria)
Desired output
The three camps will be in conditions to offer basic services, accommodation and facilities to receive 100 persons in each camp on September 15th 2014.


In this framework, UNOPS – CIOH is looking for an experienced Field Security Adviser to support the project team in the Security field of the project.

Functional Responsibilities
The Field Security Adviser will is based in Bangui (Central Africa) and will be:
Accountable to the CIOH Director for Agency specific security tasks,
Accountable to the Project Manager for the daily security activities in relation with the effective implementation of the project and the security of the project team members.

Security Support Services:
He / she will provide required security support services to the project and all UNOPS personnel.
He / she is a member of the UN Security Cell.

Agency Specific Services
Advise Project Manager on all safety and security related matters and the possible impact on project design, implementation and funding,
Make substantive safety and security recommendations in line with UN and industry best practice enabling project implementation without compromising UNOPS personnel safety and security,
In line with UN Department of Safety and Security (UNDSS) methodology, develop as required security risk assessments outlining potential risks and recommended mitigation strategies regarding project implementation taking into consideration relevant and existing assessments,
The Field Security Adviser will act as the Single Agency Security Adviser and therefore operate within the framework of the UN Security Management System and co-ordinate directly with the local UNDSS office,
In addition to liaising with UNDSS, the Field Security Adviser will ensure appropriate and effective coordination is maintained with other UN security personnel and other regional security services so as to enhance coordination and implementation of the security arrangements across the respective Operation Centres as well as with the UNOPS Chief Security Officer (CSO) at Headquarters.
Report all security related incidents across the country that may have an impact on UNOPS projects or programmes to the Project Manager,
Establish security as an integral part of UNOPS program and budget planning and operations, in particular for effective delivery of projects in the country,
Review/coordinate all aspects of convoy procedures and medical evacuations across the country,
Establish and manage separate agency based warden systems for both international and national personnel of UNOPS,
Maintain updated personnel lists, including details of visiting missions and consultants,
Maintain up-to-date instructions for personnel on precautions they should take in relation to the implementation of the security plan, including comprehensive listing of emergency supplies they should have on hand and guidance on action taken during emergencies, including natural disasters and political crises,
Ensure that all personnel in the country/at the duty station are provided with appropriate security briefings,
Assume the leadership in case of evacuation by activating and managing the UNDSS and UNOPS evacuation and extrication policies ensuring a smooth and efficient evacuation of UNOPS personnel,
Prepare updates to and maintain the UNOPS country-specific security plan and contingency plans in accordance with the United Nations Field Security Handbook,
Review security arrangements for all field offices in the region and maintain copies of all relevant instructions such as security and evacuation plans,
Ensure personnel adherence and compliance to the various UNDSS advisories, in particular: compliance with directions related to the warden systems; minimum operating security standards (MOSS); minimum operating residential security standards (MORSS), etc,
Ensure that Agency facilities and guest houses have been inspected for MOSS/MORSS compliance and a copy of each assessment is on the Agency / DSS file,
Ensure all UNOPS personnel receive security briefings upon initial arrival, local security training as necessitated by changes in the security environment, and are kept informed of matters affecting their security,
Provide heightened security awareness training to personnel, beyond the required security and emergency procedures, if necessary,
Ensure adequate/effective communications systems are established to monitor personnel and to communicate emergency info as required,
Report all cases in which personnel of the organization have been victims of crime and submit required reports on such cases to the Project Manager,
Ensure that an external and internal security clearance system is established and carried out in a timely manner,
Prepare travel and security advisories,
Perform security assessments, both routine and exceptional, as required, to ensure optimal safety standards are in place for personnel traveling across the area of operation,
Maintain accurate multi-sourced country files on current and projected security issues (assessments, security plans, etc.) and brief UNOPSpersonnel across the region when required,
Ensure that safety and security is a core component of all programs at the duty station and that appropriate funding is provided based on actual needs,
Give considerable attention to business development with a view to creating a well-established and respected product line of security services to clients in the country,
Define, manage and account for the use of security equipment including communications equipment, and
Use the Country Security Risk Assessment (SRA) as a base document and in cooperation with UNDSS develop Area SRA’s for specific projects/areas if needed,
Provides weekly or monthly written reports to Project Manager with a copy to the CIOH Director and the UNOPS Chief of Security at HQ,
Produce updated security assessment and security management tools for UNOPS in the area of assignment,
Produce SOPs for UNOPS and strengthen the documentation utilized by UNDSS,
Engage directly with all relevant security stakeholders and document relevant interactions through memoranda or notes to file as appropriate,
Review and update UNOPS warden systems and security related communications,
Review and update UNOPS SOPs for property and asset safety as well as movement protocols,
Carry out other assigned tasks as directed by the Project Manager,
Study and be familiar with existing UNOPS and UNDSS Standing Operations Procedures (SOPs), Country SRA, Security Advisories, Country Specific MOSS and MORSS,Country and Area Security Plan
Stay in regular contact with the UNOPS Chief of Security at HQ for information sharing and advice on UN Security Management Policies and UNOPS procedures.

Education/Experience/Language requirements
a. Education
An advance degree or equivalent in one of the following areas is required: Social or Political Sciences, Law, Public Administration, Business Management or Security Management,

A Bachelor’s degree in one of the following areas Social or Political Sciences, Law, Public Administration, Business Management or Security Management combined with and additional 2 years of relevant professional experience may be accepted in lieu of master’s degree.

b. Work Experience
Minimum 11 years experience in security management including supervisory responsibilities,
Extensive experience in safety related skills in international emergency situations including evacuation coordination, safety assessments, safety training.
Demonstrated experience and exposure in the international security arena dealing with security-related issues.
Direct experience with the United Nations Security Management System is a strong advantage.
Ability to produce Standing Operating Procedures/Security Risk Assessments/Security Plans in accordance with UNDSS methodology is an asset.
Computer and typing skills including mastery of word processing, Word, PowerPoint and Excel,
Substantial experience in civilian police/ military is a strong advantage.
