Duties and Responsibilities:
  • Provide Targeting Operations support to USAFRICOM Targets Office, components and Joint
    Reserve Intelligence Support Elements.
  • Conduct thorough analysis on traditional and non-traditional targets in order to create basic/intermediate level target intelligence products.
  • Develop Electronic Target Folders for nation state and non-state actor systems.
  • Conduct Target System Analysis (TSA) analysis and creation for relevant for Nation State and Non-State actor systems within the AFRICOM AOR.
  • Perform all source network analysis based on the traditional CTAF models to identify targets.
  • Perform a variety of advanced targeting tasks associated with targeting operations. These tasks shall include precise point mensuration in support of employment of GPS guided weapons, weaponeering and collateral damage estimation in support of AFRICOM Advanced Targeting Operations.
  • Be proficient in the use of tools required for advanced targeting tasks to include: SOCET/GXP/CGS, JWS, DCIDE, and JTT.
  • Manage the production of all target materials within the AFRICOM AOR, to include Target System Analysis (TSA), and Basic, Intermediate and Advanced Target development graphics and written products to support deliberate, dynamic, and time-sensitive targeting (TST) efforts. Perform final review of all facility, individual, virtual, equipment, and organization targets prior to Intelligence Community vetting. Coordinate across the enterprise to include production at the HQ, components and any federated partners. Provide detailed outputs to the Chief of Targets monthly, quarterly, annually, etc. Provide mentorship to targeting analysts across the enterprise on issues related to successful target material production.
  • Conduct planning efforts in support of Theater Campaign Plans, Contingency Plans, Named Operations and other emergent targeting tasks to include monitoring, providing input, and updating and recommending actions to J2 Targeting staff.
  • Responsible for monitoring the Time Management Tool (TMT) for new tasking, manage the Targets Office weekly activity reports (WARs), and attending all planning meetings relevant to targeting operations.
  • Responsible for managing USAFRICOM''s Candidate Target Lists (CTL), Joint Target Lists (JTL), No-Strike List (NSL), Restricted Target List (RTL), Target Nomination List (TNL), and the Joint Integrated Prioritized Target List (JIPTL). The contractor shall act as the primary analyst for production of targets into MIDB, target vetting and validation process, production and coordination of Target Validation Memorandums, No-Strike Entity nominations and submissions, and coordination of Joint Targeting Working Groups (JTWGs).
  • Administer and provide updates to the AFRICOM Targeting Operations Management (ATOM) system and USAFRICOM''s Precise Point Mensuration Accreditation Program as needed.
  • Act as the primary liaison and technical subject matter expert between USAFRICOM, components and Reserve and Guard elements for precise point mensuration federated production.
  • Coordinate with the National Geospatial Intelligence Agency on any accreditation issues, MIDB periodic reviews and updates to PPM policy.
  • Provide Target Development and Precise Point Mensuration training to analyst within AFRICOM Targets office, components, Guard and Reserve Elements. The contractor shall develop training materials, standard operating procedures and practice scenarios in accordance to CJCSI instruction and NGA standards.
  • Knowledgeable of databases and software programs used in the DOD intelligence and targeting environment such as M3, CTAVRS, HOTR, JTT, Socket GXP/CGS, Google Earth, Access Database, Analyst Notebook, Proton, IC Reach/Cultweave, Firetruck, TAC, CTKB, NCTC, WISE, CIA Wire, A-Space and Crate.
  • Responsible for developing exercises and associated scenarios to enable the practice of advanced targeting operations both internal to the HQ and through the federation. The contractor shall develop challenging scenarios, manage the execution of the exercise events and provide feedback to the training audience at the conclusion of the events.
  • Be familiar with AGILE and other training tools to deliver targeting training to the distributed environment.
  • Provide targeting training on a variety of basic, intermediate and advanced targeting tasks to the distributed targeting enterprise. Topic that shall be delivered shall include (but are not exclusively limited to): electronic target folder drafting, target development across the FIVE-O, advanced target development to include precision point mensuration, weaponeering, and collateral damage estimation.
  • Act as the SME in weaponeering and collateral damage estimation.
  • Provide training to the dynamic targeting team related to these skill sets to ensure the quality of the team.
*Required Qualifications:*
  1. Must have Bachelors or Masters Degree with 8+ years of intelligence analysis experience Or
  2. Must have specialized training & 8+ years intelligence analysis experience, or, equivalent intelligence/academic experience. Credentialed subject matter expert or recognized specialist in relevant field.
  • Must be able to obtain and maintain invited contractor status under the German Supplementary Agreement to the North Atlantic Treaty Organization Status of Forces Agreement
  • Must have recent AFRICOM Theater experience
  • Must be able to deploy to AFRICOM''s AOR and must meet the Combatant Commands and the State Department rules and regulations for deployments.
  • Willing to deploy to live and work in a potential hostile environment as designated by the U.S. Government.
  • Demonstrated experience and understanding of Embassy operations and Country Team environment.
  • Willing to receive Anthrax, Smallpox and other vaccines as required for the AOR.
  • Able to function during a level of heightened state of threat, during extended periods of high pressure and stressed.
