Job Description
Operation Liaision Coordinator (OLC) Primary role: The primary role of the Operations Liaison
Coordinator (OLC) is to ensure that the liaison function is delivered to JV standards and shareholder expectations at their individual site. The OLC shall assist the OLS and represent him and the Liaison Team function in project management and planning meetings. The OLC shall track and manage the location of all expats on his site and send a daily report to the HMD OLS. The OLC in cooperation with the SSI CDG/CDE shall ensure that the following is delivered, and the statuses of the points below are reported to the OLS. That internal security is delivered effectively and to JV/shareholder standards at their individual site location. Highlight and report all failures in site PSS (fences, gates, lights etc) and in cooperation with the CDG ensure that immediate attention, repairs or mitigating measures are effected. Highlight and report all failures and degradation of the JV SSI Guarding team performing and carrying out their duties and SOP’s, and that do not meet minimum standards. The OLC in conjunction with the CDG/CDE shall take immediate preventive action and provide instruction to make sure project internal security is not compromised. The OLC shall liaise with relevant site military commanders with the cooperation of the CDG and in following the established JV security structure described elsewhere in this document. Reporting: The OLC reports directly to the JV OLS. Key Duties: · Apply good team management and team motivation skills at a practical level. · Participate in Emergency Response planning and preparation. · Be aware of JV field annual and quarterly business objectives. Highlight planned field activities that could be impacted by Liaison or security related issues. · Understand the major project work programs in detail, in particular pipeline and facilities elements. · Provide a direct operational role in supplying executive assurance, support, guidance and corrective instruction to the SSI in conjunction with the site OLS to ensure that all JV project internal and external security standards are achieved. · Be aware of JV reputation issues and apply measures in day to day liaison activities which respect to these issues. · Contribute to Crisis and Emergency Response Planning, training and execution. · Conduct risk assessments and develop and execute consequent security assurance plans. · Contribute to threat warning, assessment and mitigation. · Coordinate where applicable, travel activities inside Algeria. Discuss all details with project business staff, such that all business objectives are met. Work with other logistics staff, meet and see off passengers on domestic and international flights where required. · Assure Road Traffic Safety by Liaison driver’s through team management and training, and by assisting the HSE Transport representative in this role. · Manage programs and measures for the safety and protection of JV assets in Algeria. · Supervise and manage the Liaison drivers on a day to day basis. · Induct all staff arriving at the site in Algeria on Liaison policy & procedures. · Regularly update visitors and senior staff on changes in the security situation. · Understand and be fully versed with the JV’s transportation policy and road safety stipulations and apply them accordingly. · Participate in project planning of layouts of operational sites and assist in laying them out in the field. · Following the established JV security structure liaison with site local security functions as necessary and develop relationships with all relevant personalities who have the potential to impact JV operations. · Qualified in medical support training for remote area as Emergency First Responder. · Produce written reports for the Liaison function. · Keep the liaison supervisor regularly updated on their area of responsibility.

ESSENTIAL CAPABILITIES, SKILLS AND EXPERIENCE:
  • a high level of English language skills, and a level of French language skills
  • a competent degree of IT competency
  • inter-personal skills which must include a keen understanding of national sensitivities and cultural issues
  • a sound understanding of military competencies, team management and motivation skills at a practical level
  • a well-founded experience of international industrial security issues
  • experience of working in remote areas internationally and experience of working in a similar liaison activity
  • the ability to undertake rudimentary risk assessments and develop consequent security assurance plans
  • qualified in remote area medical support
  • FPOS or CEER qualified, and achieve MIRA standard in the first year of employment
  • experience of the oil and gas sector is preferred
  • hold a ISOH qualification
  • 10 years military experience within an Armed Service
