Purpose of the position
Under the supervision of the Representative, the Staff Security Officer (SSO) is responsible for providing advice, guidance and technical assistance on all aspects of security management regarding UNICEF staff and their eligible family members and property, crisis readiness and preparedness at the duty station. Serves as UNICEF Security Focal Point and is accountable to the UNICEF Representative who has the overall responsibility for UNICEF security management in the country.
Responsibilities:-
1. Security Preparedness and Response
• In collaboration with UNICEF Chief of Operations formulate establish a UNICEF Specific Security Preparedness and Emergency Response Mechanism.
2. Threat and Risk Assessment
• Identify security threats and with the support of UNDSS SIOC, analyze levels of risk related to UNICEF staff and their dependents as well as UNICEF’s assets.
• Provide security advice and assist with training on recommended security mitigation measures to mitigate risk towards staff dependents and assets.
• Assist the COs with the Enterprise Risk Management (ERM) process and keep the RO and HQ informed of security needs and support required.
  1. Security Training
• Ensure that management are briefed sufficiently on security mandatory training requirements in order to take decisions and provide adequate resources so that staff are provided with and proficient in the use of safety and security equipment, including communications equipment, vehicle emergency equipment and personal security.
• Provide orientation and training to international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement such as curfews, restricted and dangerous area.
  1. General
• Coordinate regular meetings between Operations and Security in order to review and update any security related issue.
• In support of UNDSS, coordinate any arrangement required by UNICEF and UNSMS policy, for eligible family members of internationally recruited personnel serving elsewhere, who are living/residing in Sierra Leone.
QUALIFICATION AND SKILLS:
Education:University degree or equivalent in Security Risk Management, Political Science, Military Science, Law Enforcement, Law and related area with a combination with substantial qualifying experience and security trainings.
Work Experience: A minimum of 2 years of progressively responsible experience in security risk management. Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable. Some political and social knowledge of Sierra Leone is an advantage.
Language:Fluency in English required and the local languages is an asset. Knowledge of another UN working language is desirable.
