Reports to: Head of Mission (HoM) and Security Manager 

PIN's cross-border response in northern Syria began in September 2012, making PIN one of the first international NGOs providing relief in the opposition held areas of northern part of the country. Since then, PIN has provided direct assistance to more than 1,3 million of war-affected individuals mainly in the Aleppo and Idlib governorates, whilst additional 1 million of people has been helped indirectly. PIN mainly focuses on enhancing Food security, accompanied by Water and Waste interventions, NFI provision, Emergency Education and Capacity building. Given to the lengthy nature of the crises, aside of immediate relief, PIN seeks to build resilience of the affected communities through voucher or Cash for Work programs, or small scale Livelihoods interventions.
Security Officer (SO) is responsible for the overall working of the Security Department. SO carries out his allocated tasks as listed below and oversees the work of Security Assistants (SAs) based in Syria. Together, the SO and the SAs form the main communication channel for all security-related information between the field offices in Syria and the main office in Gaziantep, Turkey.
Due to the special nature of the position, two aspects of the work should be approached with particular importance:
Availability: As an emergency contact, the SO is expected to be available outside of the working hours
Info sensitivity: Any information SO receives in the course of his work regarding safety and security of PIN offices or employees should be treated as confidential.
Main responsibilities (summary):
Ensure that security-related information is being adequately communicated between the regional (Syrian) and the main (Turkey) offices and maintain the communication channel with the SAs in Syria
Monitor the keeping of security rules, the implementation of Standard Operating Procedures (SOPs) and the Contingency Plans (CPs) preparedness and inform the senior management of any shortcomings or necessary changes to the procedures
Visit all the regional offices in Syria at least once a month to monitor the work and train the Security Assistants (SAs) in security related issues etc.
Regularly check the state of all equipment necessary for security and in case of shortages
Provide up-to-date and accurate security-related information and analyses.

Main Duties and Responsibilities:
Maintain daily contact with regional offices in Syria
Follow up on all significant security incidents that take place in main or regional offices, ensure that Significant Incident Report (SIR) is filled out, and update the incident database
Monitor all staff travel/ movement in all regional offices, and between Syria and Turkey and implement the communication protocol for cross-border travel
Once a month propose any necessary changes to the SOPs, CPs or any other security documents to the HoM, assist him in incorporating the changes into the existing procedures and implement (i.e. re-train staff as necessary, follow up on purchases and setting up of new equipment etc.)
Follow relevant incidents through online and offline sources, cross-check all information with the SAs
Submit monthly, weekly and daily report to the HoM summarizing the most important security developments and describing the work of the department for the previous and the next month
Support all PIN departments with advice and analysis, and participate in the internal weekly coordination meetings
 
Requirements for Applicants:
Fluent written and spoken Arabic (Syrian nationality) and English mandatory
Valid passport
Third level education degree in relevant subject
Experience security management in volatile contexts
Experience with working in complex and challenging environments desirable
Experience with working in insecure environments and on remote management is advantage
Proficient in word, excel, power point, Skype and social networks;
Skills and Personality Requirements:
Empathy with the organisation vision, mission, goals and objectives
Rigorous and with high attention to detail
Strong analytical and prescience skill
Excellent interpersonal skills
Well develop participatory planning skills and must be able to provide capacity building to staff
Ability to work under pressure often to strict deadlines
Willingness to travel to remote places in the field, maintaining good relationships with all members of staff
 
PIN offers:
A twelve month contract including a probation period of two months
Salary and conditions will be defined by PIN salary scale depending on experience
