Contracts Manager
 
The Contracts Manager will:
  • Ensure contract compliance and contract administration; develop initiatives to increase profitability and cash; establish and maintain excellent customer relations, both internally and externally; and develop business strategies for new business opportunities.
  • Advise management of contractual rights, obligations and risks.
  • Compile and analyze data; and maintain historical information
  • Manage, participate in and/or conduct contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
  • Participate in proposal preparation but with special emphasis on reviewing contract terms and risks, and assist PMO in developing mitigation strategies for proposal submittals. 
  • Oversee the evaluation of contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.
  • Ensure communication is maintained for timely contract execution by the parties.
  • Ensure final contract documents are consistent with agreements reached at negotiations.
  • Assist in training about contract practices and negotiations to company personnel.
  • Be responsible for multiple task orders, contracts with varied contract types.
  • Perform other duties and special projects as required.
Qualifications:
  • Organization skills, and negotiation skills with staff from Management, Operations is required, along with flexibility to work across time zones.
  • Must be comfortable working in a dynamic and high-energy environment
  • A Bachelor’s degree in business or other related field from an accredited college is required. 
  • A Master’s degree is desired.
  • At least twelve years of Contracts administration/management experience is required.
  • At least five years of specialized experience in the direct administration of major support services contract(s) for a professional services, program management and/or administrative support capacity to the Government is required.
  • Prior experience in negotiating specialized contracts, preferably with DoS, DoD, or USAID for OCONUS contracts is required.
  • Experience with all contract types: fixed-price, cost, cost-reimbursable, time and material and incentive type contracts is required.
  • Demonstrated experience in drafting, effective writing is required.
  • Experience in the direct administration of support services contracts in an IDIQ/Task Order environment is required.
  • Well-developed communication skills with ability to interface with multiple levels of operations personnel and administrative staff are required.
  • Knowledge of FAR, DFARS, and supplements as well as standard commercial acquisition practices is required.
  • Experience with Department of State (DoS) and standard commercial acquisition practices are strongly desired.
  • Industry certifications: CCCM, CPCM, or CFCM are desired.
  • Must be able to obtain a United States SECRET security clearance.
  • At a minimum, DAWIA Level 2 certification desired
  • Experience as a warranted Contracting Officer is strongly desired.
Requirements for all U.S. Personnel
  • Be at least 21 years of age at the time of hiring.
  • Possess and maintain a valid driver’s license issued from a state within the US.
  • Possess and maintain a valid passport granted by the Department of State.
  • In the case of military service, any separation must have been under honorable conditions, if applicable.
  • In the case of specific human intelligence threat Posts, the person must meet the minimum requirements as identified by the customer.
  • Obtain and maintain a personnel security clearance/public trust certification, as required by the customer.
  • Meet or exceed all applicable position/labor category requirements as detailed in the customer’s Statement of Work.
  • Note:  Armed guard/protective security experience earned prior to 18 years of age are not creditable toward meeting position/labor category experience requirements.
  • Prior to beginning training, submit to and receive a negative result on drug and steroid testing.
  • Successfully complete the training qualification and re-qualification proficiency requirements with the weapon(s) required by their respective position/labor category, as detailed in customer’s Statement of Work.  Any accommodations (e.g., glasses, hearing aids, prostheses, etc.) required to successfully complete training must be used in the performance of duties for the duration of employment on the contract
