Field of activity

GIZ has been working in Myanmar since 2012 with the objective to strengthen sustainable and inclusive economic development in the country. GIZ?s activities in this field focus on promoting vocational training, strengthening the private sector and trade, as well as developing the finance sector. Complementary, in 2015, GIZ engagement was extended to the field of Rural Development, taking into account its crucial role for the progress of human development in Myanmar. The first two measures in this field address climate change adaptation of agricultural value chains and the promotion of food security in the Shan State. Aim of the Security Risk Management System is to ensure the physical and psychological integrity of staff and to enable projects to implement in all regions.

Your tasks

The GIZ Security Risk Management and Conflict Advisor (m/f) Myanmar works under the direct supervision of the GIZ Country Director. His/her duties and responsibilities will cover to 50% each Security Risk Management and Conflict Advisor respectively. He/she advises the country director on all aspects of everyday operational security risk management, including emergency procedures. His/her input is needed to maintain a state-of-the-art risk management system on site and implement guidelines for the GIZ country office in Myanmar with a focus on Shan State. She/he will be asked to analyse security incidents throughout Myanmar and collect, contextualize, and evaluate security related information. Frequent context and actor analyses as well as incident reporting and the development of emergency procedures will be the focus of her/his daily work. Furthermore he/she is expected to liaise with a wide range of actors, including his/her target audience, local and national authorities as well as international state and non-state actors. She/he will prepare risk analysis, incident reports, weekly/ monthly security reports, district profiles, and other research documents as required. She/he will keep staff members and consultants in the region up to date on the security situation and implement directives to safeguard employees. In addition his/her assistance is required in assessing static security (apartments and offices), and implementing appropriate security measures. Finally he/she will advise the Country Security Risk Management Team during crisis situations. In addition, he/she advises GIZ programmes on conflict sensitive programme design and implementation as well as peace and conflict assessments. He/she establishes a range of capacity development measures/trainings for GIZ staff related to security risk management and conflict sensitive programming.

Your profile

  • University Degree in security, risk, crisis and disaster management, social science, international relations, peace and conflict studies or another relevant field required
  • Sound professional experience in development, humanitarian and/ or international organizations required; preferably at least 3 years in progressively responsible positions
  • Working experience in a similar role, preferably in an Asian context
  • Familiarity with development/ humanitarian organizations’ risk management systems highly desired
  • Sound knowledge of Do-No-Harm and conflict sensitive programme planning, implementation and M & E.
  • Formal trainings in safety & security for development/ humanitarian organisations, security risk management and/ or hostile environment awareness desired
  • Sound understanding of conflict and political context in Myanmar desired
  • Excellent analytical skills required
  • Excellent communication and advisory skills
  • Ability to work autonomously with little guidance and ability to make sound decisions in critical situations without overreacting required
  • Willingness to regularly travel to remote locations in Myanmar
  • Fluency in English required, Burmese language skills an extra
  • Good knowledge of German language desired
  • Experience in conducting and facilitating trainings
  • Formal security, police or military training and/ or work experience is not sufficient on its own without experience in the field of development/ humanitarian work

Other information

The assignment involves frequent travel within Myanmar. There are no international schools in Taunghyi. In Myanmar medical services do not adhere to international standards. The closest international hospitals are situated in Bangkok. There are occasional electricity cuts.
