Summary:
Serve as HME PSME in support of the Individual Specialized & Counter IED Training Program (ISCT). The HME PSME will provide leadership, management, scheduling and implementation of the HME course as the lead trainer. The PSME will provide instructor-led training in HME information related to manufacturing HMEs and components, specifically relevant types found in ISO Combatant Commanders (CCM) Theater of Operation.


Qualifications/Experience: 
Must demonstrate the ability to provide instruction and advisory support in the implementation of HME characteristics, indicators, precursor chemicals, and commonly used processing equipment. Should be able to demonstrate the ability to utilize HME test kits as well as how to identify an HME manufacturing facility and their associated hazards. Provide information related to manufacturing HMEs and components, specifically relevant types found in ISO Combatant Commanders (CCM) Theater of Operation. Provide, at minimum,
basic information on commonly used types of HME, Precursors, Nitrates, Chlorates, Peroxides and Permanganates, Common Fuels (Solid & Liquid), Common Oxidizers (Solid & Liquid), associated hazards, and HME Detonators. Provide current and relevant sampling and hazard mitigation procedures on the different types of HME. Provide instruction on a general HME facility setup, storage requirements, and identifiers of an illicit HME Lab. Possess excellent verbal and written communication skills and the ability to effectively deliver complicated curriculum to a wide variety of audiences. Ability to establish, maintain and enforce operational standards. Excellent attention to detail and ability to maintain detailed records. Demonstrate effective communications skills including strong written and oral presentation skills. Excellent interpersonal and communication skills. Demonstrate ability to work independently and in a team environment. Exercise sound judgment in all areas of responsibility. Proficient in the use of personal computers with experience using Microsoft Office Suite and web-based applications. Must be creative and have the ability to look at problems from multiple vantage points. Ability to multi-task, prioritizes workload, and successfully handles competing deadlines. Demonstrated knowledge and understanding of training precepts and techniques that support instructional systems design process. Familiarity with standard training evaluation methods and mechanisms. Experience managing the delivery of C-IED training support services in a CONUS and OCONUS environment, including support services under hazardous conditions. Prior OCONUS operational experience as a contractor or while serving in the military within the last eight (8) years in support of C-IED training programs in forward deployed areas of Iraq Afghanistan, or Horn of Africa. Expert and demonstrated understanding of current TTPs of the emplacement, operation, and defeat of IEDs. Previous, documented experience as a formal instructor. Military background with a minimum of eight (8) years prior Battalion and Brigade Combat Team (BCT), Company Intelligence Support Team/Company-Level Intelligence Cell (CoIST/CLIC), and EOD experience.


Education: 
Bachelor’s degree or higher from an accredited college or university is preferred but not required. Six (6) years as an EOD Technician and/or 12 years of experience and expertise in one or more of the following fields: Combat Arms, Law Enforcement, Intel, EOD, SOF, and Maritime Security Operations.
