DRC is looking for a Safety Adviser (SA) for its programme in Tunisia/Libya. The SA is responsible for the implementation of the DRC Safety Risk Management System in both countries, working closely with the Country Senior Management Team and the Regional Safety Advisor (based in Amman).
The Organization
DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people in over 30 countries around the world. Libya and Tunisia are part of the Middle East and North Africa (MENA) Region where DRC has been operating for over a decade.
Programme Overview
Initially responding to the Arab Spring and its aftermath, DRC has been operational in Libya and Tunisia since 2011. The organization is committed to working in both countries, addressing the needs for rehabilitation and capacity building as well as a range of longstanding issues relating to asylum, migration and human security. While the main office is in Tripoli, sub-offices can be found in Southern Libya, Tunis and Southern Libya.
Specific programme activities include protection monitoring and legal counselling for asylum seekers and migrants, work with marginalized communities in Southern Libya and humanitarian mine action (UXO disposal and risk education). Furthermore, a new project on Armed Violence Reduction (AVR), which is a growing area of expertise for DDG, is being implemented in both countries. The issue of Mixed Migration is becoming an increasingly important theme for DRC in the MENA region, as well as in East and West Africa. As such, the Libya and Tunisia programme will be at the geographical center of new initiatives on Mixed Migration, and play a lead role in the development of policy and practice in this area.
Duties and Responsibilities
Pursuant to Chapters 19 & 20 of the DRC Operational Handbook, the SA will:
Undertake and support others to undertake Safety Risk Assessments (SRAs) and facilitate the implementation of mitigation measures
Manage the programme’s Safety Level System (SLS)
Lead the development and production of contextualized risk management policies, protocols and procedures in close collaboration with field teams and management
Facilitate programme access and continuity through the provision of informed advice
Manage safety related information and provide regular analysis and reporting through situation reports and advisories
Maintain relevant safety documentation, data and records (training register, incident tracking, maps, etc.)
Produce daily, weekly and monthly safety information (including daily updates, weekly summaries and monthly trend analysis)
Develop, support and facilitate/deliver safety-related training
Mentor and provide technical supervision to DRC Safety Focal Points and other staff with safety management responsibilities
Coordinate Incident Management Teams (IMTs) and support regional Crisis Management Teams upon request
Carry out quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits
Represent DRC at inter-agency safety fora
Act as the focal point for the procurement of safety-related equipment, facilities and other resources
Any other duties as directed by the DRC Country Director
Reporting Arrangements
The DRC Country Director is the SA’s direct line manager and the Regional Safety Advisor serves as the SA’s technical supervisor.
About you
To be successful in this role you must have:
University degree in relevant discipline (e.g. politics, history, conflict studies)
At least 3 years INGO/ IO safety management experience with a proven ability to develop and implement effective and contextualized protocols and systems
Ability to provide conflict analysis (written) is highly desirable
Proven experience with delivering safety-related training to both national and international staff members
Proven ability to prioritize tasks and meet deadlines
Proven ability to work effectively with minimal supervision
Stable and robust character, team-player with a good sense of humor
Excellent communication skills and fluent in written and spoken English
Previous experience as a trainer/instructor/teacher is an asset

This is a ‘non-family duty station’ and applicants must be prepared to live and work in an unstable safety environment with limited recreational and social facilities, particularly when working in field locations.
Contract: 6 months - with a possibility for extension, subject to funding and performance. Salary and conditions in accordance with DRC’s Terms of Employment for Expatriates (please refer to www.drc.dk/Vacancies). This position is offered at salary level A9 with R&R allocation, in addition to standard five weeks of annual leave.
