PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years


WORKWEEK: A work week consists of Fifty (50) Hours with a standard Five (5) Day workweek.

BACKGROUND
The Bureau for International Narcotics and Law Enforcement Affairs (INL) continues to work in partnership with the United States Security Coordinator (USSC) towards strengthening skills,
competencies and abilities of the Palestinian Authority (PA) to provide law enforcement, security, and public safety in the West Bank. The emphasis of this critical U.S foreign policy initiative has shifted from training and equipping, and building infrastructure for the PASF, to the development and support of the PA institutions needed to oversee, support, and maintain the PASF and other PA-related justice and corrections functions.

The U.S. is now transitioning to a longer-term institutional development focus with an emphasis on maintaining and sustaining PA capabilities to provide security. The USSC is a U.S. Department of Defense (DOD) team, augmented by international military officers, and this team works in close partnership with INL Jerusalem (INL/J) for program management of all U.S funded assistance to the Palestinian Authority Security Forces (PASF), which principally includes the National Security Forces (NSF), Palestinian Civil Police (PCP), Presidential Guard (PG), Civil Defense (CD), and Preventive Security Organization (PSO), as well as the Ministry of Interior (MOI).

RESPONSIBILITIES
Directly support PASF organizations such as, but not limited to, the Palestinian Authority Leadership College (PALC), Central Training Institute (CTI), Palestinian Officer's Academy (POA) or to the Ministry of Interior (MOI) in the West Bank. They provide mentoring and advice to Palestinian counterparts to accomplish agreed upon activities and established objectives in order to enhance the capabilities of the PASF to provide public security and law enforcement in the West Bank.

While assigned to the West Bank you shall provide specialized training to members of the PASF as directed in the West Bank. This may include, but will not be limited to: High Risk Arrest Techniques, Check-Point Operations, Basic First Aid, Self-Defense Tactics, Firearms Training and Human Rights.
You will also provide instructor related training to the PA Instructors as needed.
Develop, support, and mentor additional related training for PA NSF and PG personnel, and other members of the PA Security Forces as required by INL/USSC.
Provide mentorship to the PA on training center management, teaching techniques, development of lesson plans, mentorship Cumulative Training Exercises (CTEs) and hands-on training exercises.
When determined, provide support and assistance for the transition of training from Jordan to the West Bank; this assistance may include plan development, curriculum modification, training oversight and mentorship to the PA.

REQUIREMENTS
A minimum of Ten (10) Years’ of experience in Military, Civilian Law enforcement, Civil Defense (Fire Service) or a combination thereof; except for the firefighter TM, all others must have some type of Law Enforcement/Security related experience.
Five (5) Years’ of Military, Law Enforcement or Civil Defense experience with a Training background.
Proven experience as a Military, Law Enforcement or Civil Defense Instructor in an Academic environment.
Training background will include actual Classroom or Tactical Forum Teaching experience, Evaluation of Courses and Instructors, Training Administration and/or Instructor Development experience, either in Military or Police Training institutions or an educational setting at the College or University level.
Minimum of Two (2) Years’ of Supervisory experience.
Experience in developing, conducting, managing and evaluating training.
Experience in working with/supervising contracted training providers.
Proven ability to Coach, Teach and Mentor others.
At least One (1) Year Overseas experience in any combination of Military, Law Enforcement or similar Security Service Training and/or Program Implementation.
A demonstrated Proficiency with Basic Office Computer Programs to include Microsoft Word, Excel and PowerPoint.
Must possess an Instructor Certification from a recognized Academy, College, University or a Military Service.
Demonstrated ability to work in difficult and possibly dangerous environments, preferably in a Middle-Eastern locale.
Ability to pass the Pre-Employment Screening, Medical, Psychological, Physical Fitness, and obtain a Moderate Risk Public Trust (MRPT) Certification.
Foreign Experience in a High-Risk, Middle-Eastern Locale is STRONGLY PREFERRED!
Valid U.S. Driver’s License and ability to operate a standard transmission vehicle
