Embedded Security Expert , Chad

Hiring Criteria

* French speaker is a must
* At least 10 years of work experience in military/security background of international, preferably large-scale operations in a multi-cultural environment
* Minimum 5 years of professional experience including the evaluation of projects in the field of Security reform in countries in crisis, post-crisis or fragile states;
* Professional experience in countries in crisis or fragile states in crisis management And / or institutional support, capacity building of personnel and state structures and / or Analysis, problem-solving and decision-making techniques and the development,
* Planning and implementation of national-level policies, strategies or reforms, including Security sector;
* Minimum 5 years work experience in sub-Saharan Africa (Lake Chad preferred);
* Knowledge of EU evaluation procedures and methods;
* Experience as a team leader in evaluations.
* High sense of responsibility, confidentiality, initiative and good judgment
* Physically fit for duty, with the energy and personal drive to find solutions
* Demonstrated management skills would be crucial as well as good interpersonal skills to work in an intercultural environment
* Excellent communication skills and good training skills
* First-aid training completed in the course of the past 5 years
* Knowledge of Arabic language is an asset

Job Duties

He/she will work under the authority of Operations Director in charge of EU projects. Under his guidance, he/she will perform the following tasks:

S/he will work under the authority of the Project Manager in Country. Under the guidance of the Security & Operations Experts, s/he will perform the following tasks:

Compile Border Control Evaluation report. Report will follow the below format:
* Start report including documentary note (20 pages max) including :
· Logic of intervention including the theory of change of the action.
· Evaluation methodology
· Evaluation questions, criteria for judgment and indicators
· Evaluation Matrix
· Analysis and method of data collection
· Work plan
· List of stakeholders
· Consultation strategy
· Approach to field visits including criteria used for the selection of ground
· Analysis of risks and measures mitigation
· Program
· Preliminary answers to questions assessment, with reference to the limits information available
· Issues still to be addressed and assumptions check
· Evaluation methodology

* Intermediate note (5 pages max) including :
· Activities carried out during the field phase
· Difficulties encountered during this phase and mitigation measures adopted
· Key preliminary findings

* Project of final report
The consultant must provide two separate documents: the final report and the executive summary.
The overall context of the action, the description of the methodology and the analysis of the results should be attached to the main text.

* Analytic summary : Power Point of 10 slides

* Final report : 30 + 3 pages max
Same structure as for draft final report, incorporating any comments received from the share of the parties concerned on the draft which has been accepted
