Deputy Security Manager

Responsibilities for this position may include but are not limited to:

Managing Team:
Assist the Security Manager in planning and budget activities for the Security Group to ensure alignment with functional and organizational objectives and plans
Assist the Security Manager in managing and providing oversight of contracts for security-related vendors, such as security guard, and Pre-Employment Screening (PES)
Manage performance, career development and training or certifications of assigned team members
Assist the Security Manager in manpower planning, recruiting and on-boarding of new-hire Security personnel to support business unit organizational capability, and coaching and mentoring of the workforce in the team
Security of Personnel and Assets (SPA) OE Process training:
Internal – SPA OE Process, Chevron Basic Investigation process, kidnap and ransom, executive protection, Voluntary Principles on Security and Human Rights (VPSHR), host government security support, Security Community of Practice (CoP), Chevron or Royal Thai Navy (RTN) Joint Exercise, and Emergency Management (EM).
External – International Ship and Port Facility Security (ISPS) Code training: Port Facility Security Officer, Ship Security Officer or Company Security Officer; Counter-Terrorism; and Improvised Explosive Devices (IEDs), and Thailand Maritime Enforcement Coordinating Center/RTN training.
Assist the Security Manager in managing SPA OE Process:
Develop, amend, revise and manage implementation of Operational Excellence Management System (OEMS) to meet security expectations to ensure appropriate security levels are maintained and that Chevron Thailand is in compliant with government and company guidelines
Manage Chevron Thailand to operate within the intent of the VPSHR, which also includes implementation of the Company’s guidelines for Host Government Security Support. Conduct annual VPSHR Issues Assessment.
Manage and carry out all activities prescribed in Process requirements, such as:
Ensure that all facilities conduct an annual Baseline Security Self-Assessment (BSSA) and following up on the action plans until completion.
Develop and amend Facility Security Plans (FSP) for key areas of operations which includes security alert level advisory and response systems based on corporate guidelines. Ensuring these plans are consistently updated in accordance with the continual improvement plan.
Ensure that Security Plan implementation is accompanied by an employee Security Awareness Program.
Ensure that security incidents are notified and recorded in the Global Security Integrated Security Management System (ISMS), and investigations are handled in accordance with Thailand’s investigation procedure.
Conduct a concurrent Security and Emergency Management table top exercise every two years or as per EM’s schedule.
Manage intelligence operations:
Manage the collection, collation and analysis of security intelligence and incident data from various sources to provide the Security Manager with preliminary analysis results and recommendations.
Assist the Security Manager in developing and issuing approved security precautions and security advisories in accordance with Global Security guidelines and Chevron Thailand’s protocol.
Assist the Security Manager in managing, supporting and overseeing implementation according to ISPS Code requirements, including:
Become a certified ISPS Code Company Security Officer
Liaise with relevant internal parties to have security survey/security risk assessment completed for development of ISPS Code or Ship Security Plan (SSP) or Port Facility Security Plan (PFSP), and leading/conducting/developing scenarios for ISPS Code security drills
Implement ISPS Ship Security Plan and Port Facility Security Plan with relevant facilities
Ensure that a security internal audit is conducted annually prior to additional (annual) ISPS Code verification.
Liaise with key external stakeholders to build solid, effective and professional relationship with relevant Police Officers and Armed Forces personnel
Assist the Security Manager in supporting Major Capital Projects(MCP) and other projects in areas such as security documents, security plan for public meetings, and security support during design and construction.

Qualifications:
Bachelor's degree (Master's or higher degree is an advantage)
15 years of security-related experience (military officer experience is an advantage)
Overseas study or working experience preferable
Offshore and marine/shipping operations knowledge and experience (ISPS Code certified is an advantage)
Thorough knowledge of security guard operations
Supervisory experience preferable (Manager experience is advantageous)
