GIZ International Services is implementing the EU-funded project: “Euromed Police IV” in Democratic Republic of Algeria, the Arab Republic of Egypt, Israel, the Kingdom of Jordan, Lebanon, Libya, the Syrian Arab Republic, the Kingdom of Morocco, Palestine and the Republic of Tunisia.

The overall objective is to contribute to effectively increasing citizen security across the Euro-Mediterranean area through the strengthening of cooperation between ENI SPC, as well as with the EU MS and other third countries, and through the provision of tailored capacity building, based on the principles and international standards for good governance, democratic accountability, the rule of law and the respect for human rights.

The purposes are as follow:
Facilitate a coordinated approach to regional cooperation, based on established priority areas and the formulation of a strategy for increasing citizen security, in alignment with the EU policy cycle.
Strengthen strategic and operational cooperation between national authorities in ENI SPC, as well as with EU MS (and EU agencies), by enhancing the sharing and analysis of strategic criminal intelligence, and use of existing channels for exchanging operational criminal data in priority areas.
Provide tailored capacity building in priority areas, based on the identification of needs and gaps by ENI SPC national authorities and promote the sharing of existing good practices and expertise.

Your tasks

He or she will have the role of coordinating the Euromed Police Mobility Scheme. In collaboration with the rest of the Project Team, s/he will have to establish permanent contact with the Euromed South Partners participants with a view to preparing the Euromed exchanges logistically and helping with the selection of candidates. This activity will entail also the preparation of each activity through the Euromed knowledge Base, which will serve as a briefing mechanism prior to each action.
S/he will manage in collaboration with the rest of the project team the registration process of participants into the Euromed Knowledge Base in conjunction with the enlivening of participants’ implication and contribution to the Euromed Knowledge Base.
S/he will have to participate in the production of a direct contribution to the Euromed Knowledge Base, based on the discussions’ contents and shared materials of the exchange meetings. This direct contribution will include but not be limited to guidelines, best practices, manuals and guides of specific contents for a subsequent practical capacity building action.
S/he will also produce in collaboration with the project team the meetings and contractual reports.
Other tasks related to the objectives of the project that may be deemed necessary during the implementation thereof.

Your profile


General professional experience
At least 5 years of professional experience.

Specific professional experience
At least 3 years’ experience in the organisation of international workshops, meetings and events, with particular regard to logistics and travel;
Ability and experience in drafting project reports, including financial reports;
Good verbal and written communications skills;
Knowledge of the European Union policies and instruments in the area of Justice and Home Affairs will be an advantage;
Knowledge of international cooperation projects, especially in North Africa and the Middle East will be an advantage;
Experience in developing and organising training for law enforcement and security sector professionals will be a serious advantage.

Qualifications and skills
A level of post-secondary education attested by a diploma;
Fluency in English and French;
Fluency in Arabic would be an advantage.
Good knowledge of Microsoft Office Software.
Knowledge of Moodle learning system platforms will be an advantage.

Assignment period


The contract will start on the 1st of November 2017 and the contract will be for one year. The number of working days will be 220.
