Contract duration: 3 months (renewable)
Reporting to: Head of Mission
Supervision of: 1 or 2 National Security Staff
Dependents: No

General purpose of the position

S/He will manage the Safety and Security and direct the development, implementation and monitoring of an effective strategy to mitigate risk, maintain continuity of operations, and provide for the safety and security of all employees. The SSC shall also serve as expert on all safety and security related matters. S/He will be responsible for putting in place policies and standards aimed at guaranteeing the safety and security of staff members, field facilities, assets, and program activities in Libya. S/He will also ensure that security protocols and mechanisms are in place to address country programs’ unique security challenges. S/He will provide direction and technical support in developing and maintaining country programs’ context-specific field security plans.

Main responsibilities and tasks

The SSC will:
Serve as the primary focal point for safety and security for both home office and program offices in Tunis and in Libya
Provide technical support to the field operations in the following areas:
security/risk assessments;
scenario planning security plan development;
crisis/contingency planning; and
other security-related functions
hiring and training national security focal points
Develop and update security plans, business continuity plans and crisis management plans
Develop policies and procedures in accordance with best practices and ensure their implementation
Advise management on matters related to staff and property safety and security
Investigate on all safety, security and risk management related issues
Develop and facilitate security and safety training both at HQ and field level
Conduct training and needs assessments with key stakeholders aimed at increasing safety, security and risk management capacity
Monitor security conditions and liase with external agencies (UNICHA – INSO) UN, NGO coordinating bodies, local governments, etc.

Required profile and experience

Education
University degree
Specific courses, advanced trainings in Security Management

Professional experience
At least 10 years of professional experience and at least 5 years of specific experience as Security Officer in contexts of crisis
Proven practical knowledge of the regional context
Previous experience in Libya or any other high-risk environments
Previous experience in a coordination role in Security Operations in recent scenarios is an asset
Proficient knowledge of English is required. Arabic is an asset
Remote control experience is an asset
Risk management knowledge is an asset
Experience in Security Management in INGOs is preferable

Fluent in English compulsory, Italian is an asset and Arabic a plus.
