JOB DESCRIPTION

Handicap International (HI) started its activities in Iraq in 1991. HI’s strategy in Iraq for 2017 includes 3 main components:
Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
Emergency response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial and psychological support services, support to local structure, trauma response, inclusion, protection assessments).
Mine Action: risk education, victim assistance, survey and clearance of contaminated areas.

The current operations are implemented through direct intervention and through local partners in the Kurdistan region (development projects), in the disputed territories of Iraq (emergency and mine action projects) and in Central Iraq through partners. HI currently has a country coordination office in Erbil, three field offices in Erbil (Mosul Response), Kirkuk and Khanaqin and a support office in Suleymaniah.

OBJECTIVES OF THE POST
Ensure regular follow-up and analysis of the political, military and security context and trends in Ninewa;
Support the base in the preparation of security documents and the implementation of security procedures;
Support the regular analysis of risks for the base and the implementation of mitigation measures when necessary;
Support the base in the negotiations to obtain access and the organisation of assessment visits in security-sensitive areas.
Maintain / expand HI’s network of contacts with relevant security, context and access referents of other stakeholders.
Build the capacity of the security staff of the base and ensure a good autonomy of the security staff at the end of the mission
Provide specific training to the security staff of the mission
Support the field coordinator and Head of mission in the management of security incidents
Replace the Field Coordinator for security management during his/her absence

Size of team Mosul Base : 12 international staff / 160 national staff Number of persons directly managed: 3 (1 Security and Liaison Manager, 1 Access Officer and 1 Security Assistant) Line-manager: Field Coordinator Funding body(ies): Multiple donors

SPECIFICITY

The main office is in Erbil but sub office in Mosul, regular movement in Mosul and on the field to be planned (Mosul and Hamdaniyah District). Some opportunities for social life and weekend day-trips in Erbil, Suleymaniyeh and surrounding areas.

PROFILE SOUGHT
A Bachelor degree in Political Sciences, International Relations, Security Management. Middle Eastern Studies, Humanitarian Assistance or another relevant subject, is mandatory.
At least 3 years of professional experience in security management and/or context analysis in conflict contexts, preferably with humanitarian INGOs;
At least 2 years of professional experience in a contemporary conflict context in the Arab world (Syria, Iraq, Yemen and/or Libya
Experience in providing professional briefings and trainings including ToT training
Additional professional years in project, program and/or base management in different humanitarian settings and different intervention sectors are a strong asset
Proven experience in producing quality reports and documents, including maps
Knowledge of English (oral and written) is mandatory
Strong IT skills, including the use of different communication devices, computers, GPS and mapping software
Effective communication, analytical and problem solving skills
Knowledge of Arabic (Levantine dialect, oral and written) is a very strong asset
Strong interpersonal and intercultural skills
Ability to work in a multicultural environment and in a multidisciplinary teamwork.
Ability to work under high pressure, in a flexible way
Ability to work in a tense context with strict security measures

CONDITIONS OF EMPLOYMENT
Starting date: ASAP
Length of the contract: 6 months
Contract: salaried contract (from 2750€/month gross depending on experience) * Per-diem: 574€/month net
Hardship allowance: 250€/month net

R&R: 5 days every 3 months
