Intelligence Staff Officer, NMCC/NPCC Intelligence Advisor to the ANDSF

Job Summary
National Military Coordination Center (NMCC)/ National Police Command Center (NPCC) Intelligence Advisor to the Afghan Nation Defense and Security Forces (ANDSF) and ANDSF Operations Intelligence Staff Officer shall advise the ANDSF to serve as Intelligence Liaison Officer (LNO) and Mentor to the NMCC/NPCC Joint Operations Center (JOC).

Principal Accountabilities

Train, Advise, and Assist (TAA) the ANDSF to maintain internal and external lines of communications and accurate Intelligence flow 24/7 within RS HQ and NMCC/NPCC.
Mentor and advise the NMCC/NPCC Current Intelligence GSG2 staff in providing situational awareness of events, issues and threats; and to promptly inform the NMCC/NPCC Shift Director and other appropriate authorities of significant and/or unusual incidents in a timely and efficient manner utilizing Priority Intelligence Requirements (PIR).
TAA the NMCC/NPCC staff and Shift Director on the vertical and horizontal integration of intelligence into NMCC/NPCC operations.
Teach, coach and mentor the GSG2 NMCC/NPCC LNO on the use and integration of the National Information Management System (NIMS).
Works in coordination with Resolute Support (RS) Combined Joint Operation Center (CJOC) ANDSF Operations to validate and ensure that all modes of intelligence provided by NMCC/NPCC to RS CJOC are accurate.
Works with the GSG2 advisory group to facilitate coordination of GSG2 and GSG33 efforts in the NMCC/NPCC.
Ensure the NMCC/NPCC staff is capable of developing a common Situational Template (SITTEMP).
Develop NMCC/NPCC GSG2 staff in the conduct of daily and weekly Operational Synchronization Cycle.
Develop NMCC/NPCC GSG2 staff in the implementation of Battle Drills.
Improve NMCC/NPCC GSG2 staff tasking and proper utilization of Intelligence, Surveillance, and Reconnaissance (ISR) capabilities (e.g. Scan Eagle and Persistent Threat Detection System (PTDS).
Ensure staff Incorporates Legal Advisors (LEGAD) and Law of Land Warfare considerations into the operational planning cycle. Develop, implement and maintain Ministry of Defense (MoD)/Ministry of Interior (MoI) Contingency Plans and Crisis Management Planning.
Ensures that the NMCC/NPCC staff develops and implements Standard Operating Procedures (SOP) in its daily planning cycle.
Ensure the NMCC/NPCC GSG2 staff is trained in utilizing Priority Intelligence Requirements (PIR).
Enhance accuracy of reporting by NMCC/NPCC.
Integrate Intelligence into Operations at the NMCC/NPCC level.
Create internal assessment mechanisms, which improves NMCC/NPCC capacity building and facilitates internal improvement.
Promotes a Digital Networking to develop an automated Common Operating Picture (COP).
Develop, implement, and maintain Training Plans for new and current NMCC/NPCC personnel.
Develop, implement, and maintain Commander's critical information requirement (CCIR), Friendly force information requirement (FFIR), and Priority Intelligence Requirement (PIR) for the NMCC/NPCC.
Required to deploy on operational tasks, or to undertake Temporary Duty (TDY) assignments elsewhere for the purpose of TAAing the ANDSF that is approved by the contracting officer.
Perform other duties as assigned.


Knowledge & Skills

Familiar with NATO planning tools and planning processes.
NATO, Command and General Staff College, or National Staff Officer’s Course - equivalent.
Understanding of the Military Decision Making Process.
Ability to implement staffing procedures and prior experience assisting and mentoring at senior levels.
Familiar with training capabilities, curriculum planning, capacity building, and resourcing.


Experience & Education

Previous experience at the 05 level or above with Brigade, Division, or Higher Staff experience or other primary staff responsibility for Operations planning and execution in a Tactical Operations Center, Division or Corps Main Command Post or higher
Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Physical Requirements/Working Environment

Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan
Travel

Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
