Baker Hughes Enterprise Security and Risk Management (ESRM) is responsible to the Chief Executive Officer/Main Board, for spearheading the strategic global security efforts aimed at protecting assets (people, property, information, operational capability and reputation) against risk of injury, loss or damage from criminal, hostile or malicious acts and for assuring business resilience during times of crisis.
ESRM develops and assists management with developing and implementing security and asset protection programs and promoting security awareness. It analyses and determines non-technical security risks inherent in undertaking new business ventures and in determining international development proposals within an assigned geographical area. It conducts on-site risk analysis and security assessment in foreign locations to identify and evaluate potential security risks to Baker Hughes personnel, assets and information that directly influences business decisions on major capital expenditures in foreign countries. ESRM also conducts sophisticated investigations into asset loss, thefts, acts of criminal misconduct, theft of intellectual property, Foreign Corrupt Practices Acts (FCPA) violations, due diligence and serious violations of Baker Hughes policy. Investigative efforts go beyond the traditional criminal activities into the more complex areas of conflict of interest and economic intelligence crimes.
This is an existing post and it must operate in a largely matrix organizational environment reporting “functionally” directly to the Security Director Global Operations & North America but on a day-to-day basis works for the AP Region Presidents. The Regional Security Director (RSD) is the focal point for advice on security risk management matters across all business & operating activities in the appointed Region. The RSD provides a comprehensive service that identifies risks, makes threat assessments and conducts security risk management audits and investigations. The RSD assists the business in the delivery of security awareness programs and make recommendations on security strategies to the Security Director Global Operations & North America, the Baker Hughes CSO and members of the AP Leadership Teams and the Senior Executive Team.

Job Dimensions
The post is accountable for influencing the decisions and leadership views across the regions. This includes close relationships with, as applicable, the Country Security Managers (CSM), HSE Directors, facility, plant and manufacturing site security personnel in the AP Region. The post holder is responsible for building security capabilities and skills of the security team throughout their regions of operation. He/she will manage and oversee several security contracts and supervise third party led investigations and inquiries.
The incumbent supports a globally diverse and dispersed business located in 20+ countries with significant annual revenues. The security exposures in a business of this size and nature could be in the millions of dollars and could create catastrophic events, if security risks such as fraud, embezzlement, terrorist activity, etc. and crisis management programs are not properly managed.
Primary Accountabilities
The principal role of the Regional Security Director is to advise businesses on the management of security in line with Baker Hughes Security Guidelines and Policy and to assist them in their regular assessment and effective management of security exposures. The role covers the following areas:
1. Risk Assessment Activities and Security Programs
Evaluate a variety of pro-active programs and products designed to anticipate and minimize Baker Hughes’ exposure to potential security threats and determine appropriate responses.
Direct, coordinate and conduct security surveys and audits at company facilities to ensure the protection of Baker Hughes assets. Design, implement and assist in managing site security programs within a defined geographical area to ensure the quality, levels and standards of the services are in the best fiscal interest of the company. Maintain continual contact with AP leadership and security personnel to monitor changes in business practices that have a potentially adverse affect on their risk/threat profiles. Ensure Baker Hughes’ security programs and asset protection levels remain aligned to support their business goals.
Develop marketing strategies to encourage management’s acceptance and integration of sophisticated risk mitigation and security assessment programs and communicates their value to business managers and senior executives to achieve successful integration of these various security programs.
Assess site and operational location vulnerabilities and prepare thorough written reports of survey findings. Recommend installation of cost effective security measures including hardware/systems, procedures and counter-measures to reduce existing vulnerabilities to acceptable levels. Provide advice and assistance to local Country Security Managers (CSM) and business management in selecting high value security related contracts. Initiate contact with vendors and negotiate and award contracts for various security services contracted both domestically and internationally ensuring that security measures are aligned with business needs and adds value to the overall goals of the organization.
Develop country security plans and conduct due diligence investigations during business exploration and development activities in high-risk countries and high value prospects.
Coordinate electronic counter-measure surveys at selected locations.
Manage and control operational security costs across both regions in additional to functional budget planning and utilization. Provide regular updates and reports on security costs and efficiency measures.
2. Investigative Activities
Manage a portfolio of (often) sophisticated and sensitive investigations to resolve allegations of criminal activity, serious violations of corporate policy and serious acts of impropriety. Prepare, review and disseminate timely, accurate reports to client management and other interested parties detailing the results of investigative efforts. Directly interact with senior management to advice and counsel them on case facts, investigative developments and evidentiary information that may be cause for management to take immediate action to safeguard Baker Hughes assets or resources. The RSD’s efforts often result in the identification of systemic problems that contribute to employee non-compliance with corporate policy.
Conduct background investigations and due diligence inquiries of persons or entities with which Baker Hughes has or is considering a relationship and develop contacts for recruiting and soliciting sensitive information which may be critical to ensure the safeguard of Baker Hughes interests.
3. Analytical Activities
Working with Baker Hughes ESRM Management conduct strategic reviews within the assigned region of incident rates and crime trends, to evaluate the efficacy of existing programs and assess productivity rates based on existing security operating procedures. Maintain contacts to proactively collect information on changing geo-political events to minimize the impact of any such event on Baker Hughes’ business and workforce. Assist in the development, planning and formulation of policy that improves operational efficiencies and improves annual fiscal profile.
Conduct strategic review of security services and client needs to determine the most efficient way and effective means of providing more focused and cost effective security services to the business. Analyse data and report security risk/threat information critical to business operations and decisions to appropriate management.
4. Security Awareness & Training Activities
Ensure that appropriate security awareness training needs in the businesses are correctly identified and the relevant specific training delivered by developing tailored security awareness presentations and Baker Hughes Security training programs to the firm’s management and employees regarding a wide variety of security-related topics, including compliance, fraud, corruption, conflict of interest, plant-type crime, terrorism, substance abuse, workplace violence, travel and personal security. These efforts reduce security vulnerabilities and exposures to company resources by educating employees on ways to safeguard Baker Hughes resources, ultimately resulting in a reduction of theft, injury and losses to the business units.
5. Crisis Action & Emergency Response Activities
Assume responsibility for ensuring that Crisis Management (CM) Plans are in place and aligned with the Baker Hughes Incorporated enterprise CM program. Participate as members of crisis management teams. During crisis exercises, advise on security issues and actions of security personnel. In actual crisis, develop action plans, organize and direct security assistance to support the collective efforts of the team.
Assist Baker Hughes business leaders to develop and update emergency action plans and expatriate protection programs. In the event of an emergency or unstable conditions, in coordination with senior management and the Security Director Global Operations & North America assists in the evacuation of ‘at risk’ personnel and the orderly close down of business operations.
Assist management with coordination and implementation of contingency plans for labour strikes or demonstrations at company facilities.
6. Executive Protection Activities
Conduct threat assessments, security advances and develop executive protection plans for the protection of senior Baker Hughes executives, as appropriate, during both domestic and international travel. Recommend and implement security procedures for selective senior executive functions and for high profile corporate meetings such as Annual Shareholder meetings and Board Meetings
7. Relationships
Interface with Baker Hughes senior management and periodically brief senior management on security issues and concerns that have a potential to affect their business operations. Network with those responsible for security across the enterprise on key issues and share best practice.
Liaise with local HSE, Internal Audit, Compliance, Information Security, Human Resources, Finance, Procurement and other service providers on areas of shared risk.
Establish and maintain liaison and professional contacts with the security and intelligence communities and with industry counterparts, media sources and academe. Monitor events that affect the security of assets in the assigned geographic area. Interact with Government Intelligence sources and foreign government officials to coordinate security requirements for Baker Hughes facilities.
Establish and maintain liaison with local, state and federal law enforcement agencies to facilitate assistance on security-related matters.
Major Objectives
Obtain appropriate knowledge of business operations to ensure “fit for purpose” security measures are in place to protect the liabilities and interest of Baker Hughes.
Conduct security vulnerability assessments, surveys and other security assessments to measure and develop risk profiles of facilities and operations within the businesses supported. Implement security measures to manage and mitigate security exposures and risks.
Design, implement and assist in managing site security programs within a defined geographical area to ensure the quality, levels and standards of the services are in the best fiscal interest of the company.
Maintain continual contact with the business leadership to proactively monitor changes in business practices that have a potentially adverse affect on their risk/threat profiles.
Ensure Baker Hughes’ security programs and asset protection levels remain aligned to manage the threat and support their business goals.
Provide security assurance to AP Regions, Geomarkets, Country/Area management and the Security Director Global Operations & North America by reporting and tracking incidents through the Baker Hughes incident reporting system, providing risk mitigation measures and incident management procedures.
Develop annual security plans, metrics, scorecards, and present relevant information to the Region Presidents at their quarterly business reviews, or as requested.
Share and promote the Baker Hughes Security guidelines policy and organizational philosophy
Control costs and implement financial efficiencies.
Qualifications/Requirements:
BS/BA degree (or international equivalent) in related field and 10 years experience in security.
Fluency in a AP Language is preferred.
Experienced investigator, to include financial investigations and due diligence investigations.
Specific knowledge of security system technologies to include knowledge of available security related hardware and software.
Experience with business resilience and crisis/emergency response management.
Liaison experience with national, state and local law enforcement, government regulatory agencies and private industrial security.
Demonstrates the ability to develop and enhance security programs.
Effective influencing, presentation and facilitation skills.
Ability to communicate complex and sensitive situations to various levels of the organization and external environments.
Ability to exercise effective independent judgment and take appropriate action.
Effective written and oral communicator (multiple language skills is a plus)
